Conditions of Probation
Commit no offense against the laws of this State or of any other State or of the United States;
- Avoid injurious or vicious habits;
- Avoid persons or places of disreputable or harmful character;
Report in person on a monthly basis to the supervision officer as directed by the judge or supervision officer and obey all rules and regulations of the community supervision and corrections department;
- Permit the supervision officer to visit you at your home or elsewhere;
- Work faithfully at suitable employment as far as possible;

County Budget
About the County Budget
The County Budget is set by the Commissioners Court on a fiscal year basis of October thru September. The process required for a county to adopt a budget is outlined in Chapter 111 of the Local Government Code. Each year a tax rate comprised of a debt rate and operations rate is adopted as part of the budget process. The process required to adopt a tax rate is outlined in Chapter 26 of the Tax Code. Information about the process of adopting a tax rate is also available on the website of the State Comptroller.

It is established by the Texas Constitution, whose duties, prerequisites and fees of office are prescribed by the State Legislature. The County Clerk is Clerk for County Court at Law, County Court and Commissioners' Court and recorder of the county. |
The office is divided into these main departments: Vital Statistics, Recording/Deeds, Civil/Probate, and Criminal Misdemeanor. We record and preserve records pertaining to real property, personal records, including vital statistics, land titles, deeds, marriage licenses, assumed names and more. It is with great pleasure that I am able to say Thank You to the extraordinary efforts of the entire staff of the Walker County Clerk's office.The progress the past eight years have been amazing! I am especially grateful to the staff working diligently in analysis of procedures in work flow to expedite our service which has increased accountability in the collection of fees, information online as well as compliance with State and Local Government. Delinquent Tax Suits
The District Clerk is responsible for filing of petitions of delinquent property taxes filed by various collection entities, such as Walker County, Walker County School Districts, Improvement Districts, etc. Our staff handles all processing and services involved in the filing of a tax suit and assists the attorneys and general public with information as requested.

EFFECTIVE JANUARY 1, 2025 - a DPS safety inspection is no longer required for non-commercial vehicles. Click here for additional information.
Effective February 1, 2025, only vehicle registration transactions will be processed after 4:30 pm.
EFFECTIVE SEPTEMBER 4, 2015 - Trailer inspections (law enforcement inspections) to be conducted at the Walker County Annex, Vehicle Registration Parking Lot. Note: This is NOT a safety inspection.
Beginning Friday, September 4th, Walker County residents will be able to have homemade and/or shopmade trailers inspected here locally in order to register and/or title their trailer with the Texas Department of Motor Vehicle, thanks to the cooperative efforts of the Walker County Sheriff's Department and the Walker County Vehicle Registration Department.

PROCEDURES TO REGISTER SOMEONE ELSE'S VEHICLE
In order to register a vehicle for someone other than the owner of record , you must have:

We will process the transaction for the owner of record giving the sticker/receipt to the requestor.
ALTERNATE OPTION TO REGISTER VEHICLE
IF YOU DO NOT HAVE THE REGISTRATION RENEWAL FORM OR THE PREVIOUS YEAR REGISTRATION RECEIPT:
- You MUST obtain written consent from the owner of record along with a copy of their photo ID in order for us to process the transaction. (Authorization Letter above)
- Once we have the forms required and the transaction is complete, the sticker AND receipt will be given to the requestor as authorized.
The written consent must include specific details or you can complete and submit the Authorization Letter (above).
As a result of the amendments to the federal Driver's Privacy Protection Act (DPPA) (18 U.S. Ch.123), effective December 1, 2000, ALL motor vehicle records were "closed" and the release and use of ALL personal information contained in ALL motor vehicle records is now restricted.
Deputy Voter Registrar Program
Volunteer Deputy Registrars are entrusted with the responsibility of officially registering voters in the State of Texas. They are appointed by county voter registrars and charged with helping increase voter registration in the state. Deputy Voter Registrar's offer an invaluable service to our office as they act as an agent on behalf of Diana McRae, Walker County Voter Registrar. Accordingly, the deputy will be expected to understand and abide by the Texas Election Code. Before deputation, all interested persons must complete the state mandated training provided by the Walker County Voter Registration Office. Below are the steps to becoming a Volunteer Deputy Registrar for our county.

STEP 4: Certification and Review of County-Specific Procedures
Upon satisfactorily completion of the Volunteer Deputy Registrar training and examination you will receive your Certificate of Appointment by Walker County. At time of appointment, we will discuss all county-specific procedures and issue materials necessary to registering voters.

Employment
The Walker County Public Safety Communications Center is the emergency communications center and public safety answering point for the City of Huntsville and County of Walker. We provide Enhanced 9-1-1 and dispatch services for all public safety agencies in our jurisdiction except for the SHSU Police Department.
- Availability to work a variety of shifts as assigned, including days, evenings, nights, weekends, holidays and overtime as needed.
- Knowledge of telephone skills as related to a multi-function, multi-line telephone system
- Strong computer skills using multiple Windows-based programs and data entry or word processing experience.
- Data entry speed of at least 3,100 keystrokes per hour.
- High School diploma, GED, or equivalent.
- Must meet the Texas Commission on Law Enforcement (TCOLE) licensing requirements.
Public Safety Telecommunicator Hiring Process

- Online CritiCall™ Basic Skills Exam is scheduled.
- Complete and return the Walker County Employment Application and Notarized PHS to include applicable documents and Applicant Authorization for Release of Information to Human Resources before the posted deadline.
- Personal History Statement is reviewed by WCPSCC to ensure qualifications are met.
- Background investigation is completed.
- If departmental standards are met a panel interview is scheduled.
- Upon successfully completing the panel interview a 4 hour non-paid observation is scheduled.
- Conditional offer is extended pending results of Physical Examination, Drug Screen, Hearing Test, Psychological Exam, and Fingerprint Background check.
Successful completion of the background investigation phase is dependent on the applicant’s ability to accurately, completely and truthfully respond to all questions, as well as provide all applicable documents. If the applicant is extended a conditional offer, an agreed upon start date will be arranged between applicant and Communications Director. Please be patient as the hiring process will take several weeks depending on the size of the applicant pool.

About the CAFR
At the end of each fiscal year, after the completion of an annual external financial audit, a Comprehensive Annual Financial Report (CAFR) for Walker County is prepared. The report for Walker County is prepared to comply with guidelines established by the Government Finance Organization of the United States and Canada (GFOA) for participation in their Certificate of Achievement for Excellence in Financial Reporting Program.
Walker County has received the Certificate of Achievement for Excellence in Financial Reporting Award consecutively for the last fifteen years. The Certificate of Achievement is valid for a period of one year. This is the highest form of recognition in governmental financial reporting. The CAFR for the year ended September 30, 2020 has been submitted for review. Criteria established by GFOA for the award include that a report be prepared to satisfy generally accepted accounting principles and applicable legal requirements and be an easily readable and efficiently organized comprehensive annual financial report.

Fee Schedule
Effective January 1, 2024
Per the 88th Legislature Regular Session, SB1612 enacts a statewide “clean-up” bill for SB 41. The Walker County Clerk’s Office has attached new Probate / Recording and Vital Fee Schedule ‘s that become effective on January, 1, 2024. Senate Bill 1612 has repealed the $1.00 document Filing Fee authorized by Local Government Code 291.008(d). Filing fees for instruments to be recorded in the Official Public Records are $25 for the first page (instead of $26), and $4 for each additional page. The $1.00 fee has been removed from all OPR recordings, Assumed Names/DBA’s/Foreclosure Notice postings/ Plats and Marriage Licenses.
Senate Bill 2248 has added a New Fee for a Guardianship Transfer Cases from another County to the Clerk of the Court to which the case is being transferred.

Diversionary Classes
We currently offer first time offenders with low level offenses an opportunity to attend Diversionary Classes instead of being placed on probation. These classes will teach the juveniles and their parents about the Juvenile Justice System and the possible consequences should the juvenile reoffend in addition to focusing on why the juveniles were referred to the class. We offer four types of classes: Assault, Drug, Theft, and a General Offender class.

These classes are also focusing on life skills and goal setting. Specific probationers will be assigned to these classes.

Uniform Services Division
The Uniform Services Division is comprised of Patrol, Warrants, Courthouse Security, Special Operations, and Volunteer Services which include Reserve Deputies and Citizens on Patrol. The Division is led by Lieutenant Tom Bean.

Military & Overseas Voting
First and foremost, I want to thank you, the military voters, for your service to our country. To all U. S. citizens overseas, thank you for your interest in your country's elections while far away. (Federal voting law defines "overseas" as anywhere outside the United States. This includes Canada and Mexico.) Military and overseas voters are welcome to use the regular registration and early voting by mail process (also known as absentee voting) available to all voters away from their home county on Election Day. However, there are also special provisions for you.

ONLINE REPORTING AND PAYMENTS
Some clients on community supervision have the ability to report online in lieu of completing and sending in monthly report forms for months in which you are not scheduled to report in person. You must contact your officer to be authorized, if not already authorized. To report online, you will need the following information:
- Name
- Web Report ID
- Email Address
- Date of Birth
- PID
Simply contact your officer if you do not have the above information. Reporting online is at the sole discretion of your officer. In addition to reporting online, you will be able to pay online as well.

ONLINE PAYMENTS ONLY
Some clients on community supervision now have the option of paying fees online. Credit/debit cards are now accepted by the Walker, Madison, Leon, and Grimes County Community Supervision and Corrections Department. Payments via credit/debit card can be made in person at the CSCD (Probation Department) or via the web (if authorized by your officer). Authorization to pay online is at the sole discretion of your officer. To pay via the Web (not for online reporting), CLICK HERE or go to www.paycscd.com. NOTE: This service is unavailable for cases which have 90 days or less remaining.

Note: -When utilizing a credit/debit card online, you will be charged a transaction fee of $2.00 and a service fee of 2.95% of the total payment or a minimum of $2.00. This service fee will be displayed online prior to submitting a payment.
