Nestled in the woodland hills of east central Texas, Walker County is home to 72,971 residents. The City of Huntsville serves as the county seat and proudly hosts Sam Houston State University as well as many historical landmarks. Within the boundaries of Walker County, you will also find the City of New Waverly nestled amongst nearly 55,000 acres of the county’s National Forest, and the City of Riverside just off the banks of the Trinity River.

Walker County ADOPTED A TAX RATE THAT WILL WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEARS TAX RATE. THE TAX RATE WILL EFFECTIVELY BE RAISED BY 6.02% AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY $25.00.

Child Protective Services

The Children's Protective Services Board of Walker County is appointed by the Commissioners Court with the mission to support local protective services activity for the care and protection of Walker County children .  And to lead the community in the awareness of child abuse and neglect, promote prevention of such abuse, so that all children may live in a loving, nurturing and safe environment. Board members serve on a totally voluntary basis therefore they receive no pay.

Walker County Collections Department provides many of the courts in Walker County with the means of financial assessment and verification so that an individual may request a payment plan based on their finances in order to pay for fines due in reference to enforcement of a court order. This would include, but not be limited to traffic fines, misdemeanor fines and felony fines.
Payment Plans may be available for outstanding fines and fees after financial assessments and evaluations are completed.  After entering a plea with the appropriate court and completing an application, the Collections Department can provide a payment plan agreement and the support necessary to assist each person in successfully paying fines and fees owed to the county. 
 
A payment plan application  must be throughly completed including all area codes and phone numbers.  Once completed it may be faxed to 936-436-0435 or emailed to collections@co.walker.tx.us

The county Commissioners Court serves as the governing body in each of Texas' 254 counties. This administrative body was established by the Texas Constitution of 1876 and is comprised of a county judge and four commissioners. The major duties of the Commissioners Court involves overseeing the budgetary and policy making functions of county government. The Walker County Public Safety Communications Center provides E911 services to all of Walker County and is the central communications / Primary Public Safety Answering Point (PSAP) for the City of Huntsville and County of Walker. The Walker County Public Safety Communications Center is an entity governed by a governing board that consists of two city representatives, two county commissioners and one at large position. The departments' personnel are considered county employees; however, the budget for the department is contributed half by the city of Huntsville and half by Walker County.

The department provides dispatch services for all law enforcement, fire and EMS for Walker County with the exception of the Sam Houston State University Police Department. These agencies include the Huntsville Police Department, Walker County Sheriff's Department, Huntsville Fire Department, Huntsville-Walker County Emergency Medical Services (EMS), Department of Public Safety (DPS) troopers assigned to the area, six volunteer fire departments, and many others.

Constable

The Constables are peace officers and are the first link in the county's chain of law enforcement.  The Office of the Constable Central performs a variety of functions on behalf of that District's Constables.  Constables for Walker County are:

Roles and Responsibilities
 
Along with their deputies, constables have all the enforcement powers of Texas peace officers. They are sometimes referred to as the executive officer of the justice of the peace courts. Their duties are to:
  • Subpoena witnesses;
  • Act as bailiff;
  • Execute judgments; and
  • Service of process.

In large metropolitan counties the constable may also assist the county and district courts. In addition, they may perform patrol functions and make criminal investigations. They are involved in the overall effort to reduce the effects of crime in their communities, including in some cases the operation of truancy programs.

County Auditor

District Judges appoint county auditors for a two year term and set the auditor's office budget and staffing level. In Walker County, the District Judges of the 12th and 278th State Judicial Districts appoint the County Auditor and set the budget. Duties and responsibilities of the County Auditor are set out in state statute. The County Auditor has general oversight of the books and records and is charged with strictly enforcing laws governing county finances. The County Auditor, by law, has continuous access to all books and financial records and conducts detailed reviews of all County financial operations.

Statute outlines responsibilities for financial record-keeping, ensuring budget compliance, financial reporting and audit. The audit responsibilities of the County Auditor can generally be summarized as follows: to examine and approve all claims against the County, to audit books, accounts, reports, vouchers and records of all offices, to audit all reports about collections made to Commissioners Court, to audit the books and reports of each office quarterly, to audit the Treasurers monthly report to Commissioners Court and audit cancelled warrants (checks), to quarterly perform unannounced audit of the Treasurers balances, funds and investments, to audit receipt books or computer records in criminal cases monthly, and to audit on an unannounced basis all officials annually.

Functions in the Auditor's office are segmented in the following general functional areas:  desk audits; field audits; financial accounting and reporting; continuous audit for areas including cash receipts, requisitions, purchase orders and bids; payroll; budget preparation assistance; budget monitoring; claims auditing; processing of accounts payable; and grant monitoring, accounting and reporting.

The County Clerk's office has been in existence in Texas since 1836 as set out in Section 20, Article 5 of the Texas Constitution. The records for Walker County date back to the late 1800’s. The County Clerk's duties, prerequisites and fees of office shall be prescribed by legislation.

The Walker County Clerk Office’s mission is to provide the citizens, business owners and legal community with efficient and accountable service, preserving the integrity of all records the office is charged to index and secure, while managing and safeguarding the collection of fees. 

 The County Clerk’s office touches every aspect of our lives and has since 1846.  We record and maintain birth certificates, marriage licenses, death certificates, deeds, assumed name certificates and other personal and business documents.

 Beyond recording life's major events, this office provides clerical support for Walker County Court at Law, maintaining records for criminal, civil, probate and guardianship cases.  We also provide clerical support to the Walker County Court for probate and guardianship cases.  Your County Clerk is the clerk of Commissioners Court and has the duty of recording the minutes of all proceedings.

Our Mission

To efficiently, impartially and fairly manage and resolve the variety of controversies and disputes that are filed with and fall under the jurisdiction of this court.  The jurisdiction of this court is determined by the constitution and statute.  It is subject to change by the legislature, but generally speaking, the jurisdiction includes misdemeanor criminal cases, family law cases, class C appeals, civil matters, juvenile matters, mental health cases and probate matters for Walker County.
 

Our History

The Walker County Court at Law was created in 1977 as a Statutory County Court by the legislature under the Texas Constitution.  The Honorable Joe B. Henderson, Jr. was appointed as the first judge on September 1, 1977 (in office 1977-1980).  The Honorable Jerry A. Sandel was appointed on July 1, 1980 (in office 1980-1981).  The Honorable Ann P. Baker was appointed on August 3, 1981 (in office 1981-1994).  The Honorable Barbara Hale was elected and began her term on January 1, 1995 (in office 1995-2014).  The Honorable Tracy Sorensen was elected and began her term on January 1, 2015 (in office 2015-2024). The Honorable John Gaines was appointed and began his term on January 1, 2025.

The Texas Constitution vests broad judicial and administrative powers in the position of County Judge, who presides over a five-member commissioners court, which has budgetary and administrative authority over county government operations.

The County Judge handles such widely varying matters as hearings for beer and wine license applications, hearing on admittance to state hospitals for the mentally ill and mentally retarded, juvenile work permits and temporary guardianship for special purposes. The Judge is also responsible for calling elections, posting election notices and for receiving and canvassing the election returns. The County Judge may perform marriages.

A County Judge in Texas may have judicial responsibility for certain criminal, civil and probate matters - responsibility for these functions vary from county to county. In those counties in which the Judge has judicial responsibilities, the Judge has appellate jurisdiction over matters arising from the justice courts. The County Judge is also head of civil defense and disaster relief, county welfare and in counties under 225,000 population, the Judge prepares the county budget along with the County Auditor or County Clerk.

The Walker County Criminal District Attorney's Office is one of the statutory prosecuting authorities in the State of Texas. The primary prosecuting officers are: The County Attorney which generally prosecutes misdemeanor crimes and advises the county on all civil matters; a District Attorney who prosecutes felonies only, and; a Criminal District Attorney which combines the offices of County and District Attorney. Walker County has a Criminal District Attorney with the responsibility of prosecuting all misdemeanors and felonies while advising and representing the county in civil matters. The authority of the Criminal District Attorney is extremely broad. Within their jurisdiction, in this case Walker County, the Criminal District Attorney has sole discretion as to whether or not a case is prosecuted. A prosecutor can dismiss a charge or refuse to accept a charge on his own volition and there is no appeal.

The District Attorney's Office handles civil matters in addition to its criminal responsibilities. In Walker County the Criminal District Attorney's Office advises the county on civil issues and represents the county in some civil matters. Some civil litigation is handled by private firms. The Criminal District Attorney handles all mental commitments, protective orders, extraditions, renders legal opinions to all elected officials in the county and reviews all contracts entered into by the county. This office also has the responsibility of representing the state in all juvenile matters brought before the court.

The criminal responsibilities of the Criminal District Attorney's Office are to prepare arrest warrants and search warrants; accept or reject all criminal cases Class "B" and above. This office prepares warrants and presents felony cases to the grand jury at its discretion. Class "C" misdemeanors, which are punishable by fine only, are the only criminal cases that are filed directly with the Justices of the Peace by law enforcement and then prosecuted by the District Attorney's Office. Class "B" and Class "A" misdemeanors are filed by the District Attorney's Office. It is the policy of the District Attorney's Office that all arrest warrants will be prepared and issued through this office. Felony cases (state jail, 3rd, 2nd, 1st degree) and capital cases are all prosecuted by this office.

The Criminal District Attorney's Office consists of the Criminal District Attorney, nine assistants, three investigators, two victim/witness coordinators, and legal support staff. The county pays the salaries of all staff while the Criminal District Attorney is paid by the State. 

The Criminal District Attorney's Office provides a 24 hour on call system for law enforcement. This allows law enforcement to have access to legal advice at any time. Our office encourages such consultation regarding arrests, searches and the filing of appropriate charges to ensure that crimes may be prosecuted and punished. It is only through such cooperation that our legal system can function to serve and protect our community.

The District Clerk's office provides support of the district and county court at law courts in Walker County. The District Clerk is the custodian of all court documents that are a part of any case and is responsible for the security of the records. Additionally, the District Clerk's office is responsible for docketing, indexing and recording, collecting fees, fines and court costs and managing all funds held in litigation; and performs such other duties as are imposed by statute or rule. The office maintains the official court records and receives for filing all documents in felony criminal, family, juvenile, delinquent tax and civil court cases.

According to statutory requirements, the District Clerk's office gathers data and reports to many State and local agencies. This extensive reporting assists the County, the State and the Texas Legislature to determine the proper operation of the courts, the effectiveness of the statutes and the need for changes.

The District Clerk's office is responsible for managing the records so they are easily retrieved for court use and public information. As custodian of permanent records, the Clerk must assure that they are preserved and archived. Modern methods and the use of technology to facilitate an ever-expanding office have been emphasized in the District Clerk's office in the past number years.

As a financial officer, the District Clerk's office collects court costs and fines set by statutes which are deposited in the general fund of the County. Other fees are collected and allocated to the State for the benefit of State agencies.

All programs have limited resources and must turn away many applicants who qualify for their services.

The mission of the Walker County Elections Department is to conduct fair elections, execute procedures, and provide for accurate and timely election results. We firmly believe it is our duty to treat each voter with respect and dignity. We believe in creating a safe place for voters so they can exercise their right to vote in a polling place with a non-intimidating, supportive environment. We believe in making all polling places fully accessible. Most importantly, we believe that all voters have the right to cast their ballot independently and in secret. On Monday, January 13, 2025 , the Walker County Commissioners Court unanimously approved a resolution supporting the Countywide Polling Place Program and using electronic poll books in future elections. The Countywide Polling Place Program has been in place in Walker County since November 2020 and allows voters to cast their ballot at a location of their choice on Election Day. With this program, Walker County has seen an increase in voter confidence and turnout as it allows those to vote at a polling place that may be more convenient for them or one that best fits their needs. The resolution also supports the use of electronic poll books, which helps with the ease of check-in at all polling places and ensures voter transparency. Emergency Management Operations for Walker County is placed under the direction and control of the County Judge.  Emergency Management is tasked with administering a program of Comprehensive Emergency Management, designed to reduce the vulnerability of the citizens and communities of Walker County to damage, to injury, and to loss of life and property by providing a system for the MITIGATION of, PREPAREDNESS for, RESPONSE to and RECOVERY from natural or man-made disasters.

About Us

Walker County EMS is a true third-service agency, completely separate from police and fire. We are funded entirely by the county. WCEMS is strictly a 911 EMS service, we do not perform interfacility transfers or discharges. 

Established on October 6, 1975, Walker County EMS is dedicated to providing exceptional emergency medical care. Operating five 911 Mobile Intensive Care Unit (MICU) ambulances, our highly trained team ensures prompt and professional services to residents and travelers throughout Walker County.

In 2024 WCEMS responded to over 9,300 calls for service. Our units are dispatched to water and wilderness rescues along with medical and trauma calls.

Facilitate the recruitment, selection, retention, and training of employees, and to promote equitable and cooperative relationships throughout the County government.

Description

The Division is responsible for administration and development of the Personnel Rules and Regulations, legislative compliance, fair and impartial employment services, employee relations, management of the classification and compensation plan, payroll administration, benefit administration, and training.

Information Technology

The Walker County I.T. Department was established in response to the growing demand for the use of IT within the county.
 
Mission: Our mission is to provide comprehensive, integrated information services which enable the county to meet its responsibilities as a local government serving the community in Walker County and region.
 

Operations: We operate from 8:00 AM to 5:00 PM, Monday through Friday. All service calls are logged in our work order system, prioritized and then assigned to the appropriate staff member.
